Some Starlets have a cold air feed from the top of the grill. A 'factory fitted' induction kit. There was one on the '97 Starlet Sportif 1.3. If this is the case, a performance panel filter. Direct replacement. Is the best option. What model is the car?

based on what redneck said about panel air filters try www.fensport.co.uk, www.motorsportworld.co.uk or www.europerformance.co.uk i always use euro performance as i find them reasonably priced
