My 2010 Yaris Diesel DIDN'T have a flap, so yes, you could see right into the filler.

Looks the same as my 2008 Yaris (a petrol), so there doesn't seem to be anything missing

Looks different to our 2008 petrol. There is a plastic restrictor in the filler neck to prevent a diesel filler being inserted. Hope the picture shows what I mean:

A restrictor can be seen in the picture, post 1, unless my eyes deceive me, it's black though. In my Yaris it was blue but being a Diesel, of larger diameter.

There should be a plastic restrictor in the neck, I reckon somebody has tried to syphon fuel out of it
