Howling Noise Again!

the dreaded howling noise has returned on my rav 4 d4d engine. last time ( about a year ago) i pinned it down to the belt and pulleys that run the power steering pump etc and a spray of wd40 seemed to sort it . alas it has returned with a vengeance, same noise same area of engine bay but wd40 hasnt sorted this time. during my efforts to resolve this annoying problem i noticed that at the front of the system there is a tensioning bolt which had worked loose enough for me to turn with my fingers(after removing a layer of skin from knuckle gettting in) . does anyone know how tight it should be/ where to lubricate and what damage i might do if it is over tightened.

Power steering pump mounting brackets 32 lbf ft or 43 nm. If you are just using a ring spanner go at it as hard as you can as it is unlikly you will over tighten it unless you are using an exrention bar.
