My 02 yaris 1.0 Vvti makes a whooshing noise when ticking over and also the revs increase slightly what is it????

In what way would it be the cooling fan???

Well, your description of the symptoms isn't exactly extensive, so assuming the two things you complain of are linked the cooling fan fits the bill:

As it turns on/off it can affect the engine rpm, cos it's quite powerful, and when it's running it will, being a fan, make a whooshing sound.
