Avalon Bent Wheels

I own a 2011 Toyota Avalon and I have been told by my dealer I have 3 bent wheels. With the one I replaced when I had a flat that would make 4 bent wheels. They are the 6 double spoke design wheels. I puirchased one from eBay for $99, but the dealre quoted me $550 a piece to replace the others.

I was suprised the dealership didn't even try to submit a claim to toyota for the wheels. I owned my Buick for 4 years and never had bent wheels. Is this a quality issue?
