Headlamp Problem

I have a 2008 Tundra that has just recently developed a problem with the right side headlamp. I thought one of my bulbs had burned out and I replaced them. When the lights are on low-beam the bulbs barely light. If I indicate a right turn signal while they are on low-beam it blinks normally. However, when I switch to hig-beam, none the the lights work and the turn signal fast blinks like an indicator bulb is burned out. The left side works as per normal. Anybody run in to this type of problem. This same vehicle blows the 25amp EFI fuze approximately every six months.
