is the clutch pedal meant to stay down on the floor when bleeding ?

and only springs back up with a lift by hand ?

Yes its normal, the majority of the force bringing the clutch pedal back up comes from the clutch fingers, transmitted through the clutch lines.

The spring only helps it,when you close the bleeder valve on the slave.

The pedal has to suck fluid out of the reservoir and sometimes the helper spring isn't strong enough to pull it back.
