Does a 01 Avensis need different wheel nuts for alloys v's standard steel wheels,

Yes there is 1 design of bolt for steel wheels and multiple options of Alloy wheel bolt depending on the wheel design fitted.

The wheels are the standard 16" multispoke fitted to the 03-07 model

Steel wheels have short headed bolts, as for alloys there is a matter what wheels you use. In this case if it is toyota original wheels then you need flat seat bolts, since original alloys do not have cone shape holes, i have not orignal wheels fitted and cone-shaped bolts are ok.
