Rather than buying new headlights, try restoring the lenses first. There have been a number of topics on this - one of which is: http://www.toyotaownersclub.com/forums/topic/146892-headlight-cleaning/

Some people have used specialist kits from people like Meguairs, others polish and some toothpaste - with good results.
