2006 2.0L Petrol Xt4 Rear Wheel Arch

Another issue with my Rav Jet washed it yesterday, under the wheel arches at the rear, what ever has been sprayed or painted on is now flaking off at the back of the wheels. Where they undersealed with something or should it be down to bare metal and all my jet washer has done has fetched all the dirt off? Again I need to help and advice please. Many thanks Andy
