Front Mudflaps Fitment Question.

I've fitted front mudflaps to my IQ2. The instructions state to unclip and cut off the original small flap. I've done this but underneath when you remove the rubber there is still a small metal plate (separate car body) where the bottom bolt goes in. Do I have to cut this off too as I'm not completely convinced with the snugness of the fitment?
