'97 Carina E Estate. Electrical Problem.

Hi guys. I've run into something of a problem with my car. Again.
With the lights set to driving lights (off) everything works. But if I turn the light switch, the park lights, the headlight height adjuster and the dash lights stops working.
If I jiggle the light switch between off and park, two relays behind the fusebox tick.
The bulbs work, and I've checked all the fuses I've found.

Does anybody know what the problem is? Any suggestions?
Also; the instruction leaflet mentions fuse #3. This fuse isn't in the main fusebox in my car. Or the one behind the main, or in either of the ones in the engine compartment. Is there anywhere else I should look for fuses?

Have you tried a second hand light switch stalk? I had a similar proble with my Carina2 back in the day
