Looking For Info On Fog Lights On 2009 Avensis Tr

Planning on putting in fog lights into my Avensis , Looks like there was once fog lights but they have been removed for some reason or bumper was replaced as fog light section is not blanked off.

Anyway cables with connectors are there and it looks like a simple case of buying the fog light housing plugging it in and attaching it to the bumper.

Only problem is i cant for the life of me figure out how to secure the lights in place as there is nothing to screw the unit into place on the bumper (the round fog light has screw holes but the bumper has nothing for the screws to attach to)????

Am i being thick and missing something obvious or should there be a bracket that secures the unit in place,

Any help would be appreciated as any search on the internet shows up the older Avensis with the square spot lights..
