Looking At A Surf, Help!

Hey everyone! I am from Winnipeg/MB/Canada and i am looking at a Hilux Surf. Here is the ad here for pictures and a little bit of information. The current owner doesn't have much knowledge of the truck as he has barely put a tank of gas through it. With 290k on it, he assumes there was some major work put into it because it seems pretty well maintained for its mileage.

It is in very fair condition for its age. No frame rust, very minimal body rust, a few dents and scratches but the paint isnt too bad for how old it is. It comes with the cold weather package, sun roof, etc. The suspension and drive terrain are in very good working order. It has the 2.4l diesel in it

I do haves some concerns with the engine/transmission though as i am not familiar with diesels or this platform of vehicle.

Problem 1) ITS SO SLOW. If you're not flooring it, you will most likely get rear ended by the guy behind you. I know some of you will say "theyre all slow, its normal" blah blah blah but this is to the point where i think something is wrong with it. It takes over 30 seconds with the pedal to the floor to get to 100km/h, and i pretty much have to hold it to the floor to keep it there. While the pedal is to the floor the shifting isn't super hard, but you can feel the shifts. Heres a few things i've checked out from some research around here:

- no CEL

- no shaft play in the turbo or oil in the intake piping

- tried to find the electronic boost sender, but couldnt find it??? the pictures i looked at made it look like it was in a really obvious spot, but it wasnt there

- boost light comes on at 1800 rpm

- no sweet smell of coolant in the exhaust, nor does it burn coolant

- trans fluid and engine oil good

- did a trans brake test and the rpm's max out at 1900

- no hissing from vacuum leaks, all vacuum lines checked using the engines appropriate diagram.

Could this be a flow issue of some sort? such as clogged fuel pump/filter, clogged exhaust, etc.

The engine seems to be decently healthy. Idles and drives nice, just so slow!!

Some help would be greatly appreaciated!
