Steel Wheel Looking Shabby

I'm slowly sorting out the detailing on my avensis but the biggie now is tatty steel wheels...was going to use stone chip but wondered if anyone has any recommendations (ps it usually has wheel trims on!)

I sanded the rust on mine and then painted with hammerite but they didnt last long before rusting again (I was being lazy and used a shortcut) so I would tidy wheel with sanding and a metal brush then clean with degreaser then use a metal primer.

Once a few coats of primer are on its time for a base coat then a clear coat.
