Is a bit missing ?

I have an Avensis 2003 the newer shape one. It has an 1800cc engine and an automatic box. 

I have only just bought the car and while looking under it the other day, after I had removed all that plastic, I noticed I could see the fly wheel and start ring. It is all open down there. Should there be a cover over this hole, if so how does it fit, does it go between the engine and gear box or is it a simple bolt on cover covering the hole ?.

Quite often it's just a rubber bung that's used to cover the inspection hole.

No it's bigger than a bung, its like the whole lower half of the fly wheel is exposed. looks like a big blanking plate is missing, I meant to photograph it but as usual the camera was dead.

There is a cover part number 11361-22021

Here is a photo under the engine, you can see the flywheel with starter ring teeth.

That is where I thought something should be covering it.
