REGIUS high revs

My Regius as a problem that it over revs in neutral and park I have cleaned both throttle body and idle valve i have also checked for leaks also had airflow meter checked anyone got anything else i can try .... Revs are around 1500 to 2000 Runs great apart from this ! Thanks in advance
