I had my horn fail on my previous corolla verso and it turned out just to be the horn itself. Never used it, just my luck that it failed for the MOT

Well after a few tests relays are working getting over 11volts on fuse box,so looks like down to the horn if I can get those 2 stubborn Phillips screws to lift that black panel out to reach horn!

Assume its those 2 screws with the rubber under them.

Had the same problem, found the only way I could shift them / get the downforce  was with a Battery powered drill and bit.

You could also try an impact hammer effect with a bit .

Even once removed they somehow always seem to seize up again unless  everythings well greased.

Not sure drilling  will be that easy as the screw seems quiet hard steel and you will probably only be able to take the head off, the thread does not go into a solid hole, its more like retaining rings / clips.

Think a carefully used angle grinder might be better, but the rubber will be wasted.

ps  - have you tried a proper penetrating oils like Plus Gas, better quality ones really do work much better .

Also, have you tried the trick of trying to tightening them a fraction, which sometimes breaks the seize
