Program of non remote fob

Hi there, looking for some help.

Daughter has a 2009 Aygo, remote control key and fob and immobiliser works fine.

Spare, non remote key, will open door and turn in ignition but wont start the car. I opened the key and there is what appears to be a chip in it.

Is there any way to "re-program" this spare key / chip to work?

The car used to be my sister's car and she was adamant that the spare key did work but obviously it isn't anymore!

 

Any suggestions (that hopefully don't involve going to a dealer and handing over a wad of notes)
