All car manufacturers have to do the same tests, laboratory tests if you like, but they all have to do it the same way and those are the figures that are allowed to be used.

We all know it is virtually impossible to attain those figures in "real life" situations, but at least they are derived at the same way. So, IMO, its a bit unfair to say "stretching the truth to make the car more saleable".
