02 sensors and other errors

I know this has most probably been discussed to death but  I'm new to Toyotas so  not sure on part numbers or engine codes. 

I have inherited my dads old 2.0 cdx.  with only 33k on it ,  , with full Toyota service ,  its had a engine light on it on/off for a few years now even before it went into storage. (4 years ago)

the car runs fine if you keep it below 60 mph, but if you take it to 70 it seems like there should be another gear  somewhere ( its an auto by the way) I went up to 70mph I think it run at 4k rpm , which isn't good.

I had the codes rear yesterday. and these were stored

p0141 powertrain 02 sensor heater circuit bank 1 sensor 2
p1653 powertrain

so today I  got my meter out and checked the resistance of the sensors . 

as this page .  these are as follows. 

a8 = 20 ohms

h10  OC

a7 19 ohms

h8 OC

engine was cold

it would be nice to get these  sorted, but I feel the main one is the  what feels like the lack of  top gear. 

any ideas

The answer seems to be vacuum valve assembly, is this suction control valve? Another reported intake air control valve. The symptoms are similar and overdrive is locked out.

thanks for the reply , just been out to retest the sensors,  and to change my blown tail light bulb,  , both the yellow vsc lights are on aswell, forgot to add that to the original post

Yes when a stop lamp is not working, the VSC will come on. When my friend had VSC on, I took along some bulbs to just in case. The bulbs needed changing, and I erased the codes with my diagnostic reader. That was a MK2 T25 '08 Tourer.

cheers, 

ive noticed , on the lambda sensors that the 3rd from the left is a second hand one of a celica, . the wire looks way too long for the location , and what gives it away is some ones wrote celica vvti on it ,  but ironically its one that's reading OK :)

so , so far ive got 2 lambda sensors that are reading OC, and a tail light bulb out , and no upper gears . 

its starting to remind me of my other car this 

02 bmw x5 4.4  or commonly known as the money pit :)
