Blinky Dash Problem (needs Fixing..help)

Hi all,

I've just started to experience a blinky dash....bottom of dash goes out on start...some blinking and then after 10 mins its back to normal. On very cold mornings (ie frost/snow), the dash is black then after 15mins it comes around. Please guys I need this fixed ASAP, any suggestions of where I can get this fixed and how much it will cost.. :(
