Toyota Ecu Updates

Do you have to be a Toyota main dealership to find out details of ECU updates available or common faults found on the Avensis ?

Is there a website mere mortals can simply look at ?

I believe Toyota have a mainframe system which links all the garages to Toyota main system. When the updates are applied they come down from the Toyota system HQ. Bulletins are issued for recalls i think and letters sent out. I'm not sure exactly how it works but i think its something like this.
