`96 Previa Fast Idle Problem

Hi,Please can anyone help with the following? I have owned my Previa for about 8 yrs and think its great! One thing that has bothered me for some time is when I start it from cold the engine revs to between 1400 and 1900 revs until its warm. The warm tickover is normal at about 6-700 rpm. I have checked the diagnosis code output using a haynes manual and am getting code22. I have also checked the resistance of the three sensors located by the cylinder head. The readings are as follows;

Top sensor (coolant temp sensor I think?) cold=4.33 hot=0.33

Middle sensor (coolant temp sending unit?) cold=1.79 hot=0.10

Bottom sensor (start injector time switch?) cold=0.04 hot=0.07

All of these readings were taken with an avo set at 20K ohms

Does this mean my top sensor is faulty and needs replacing? If so is it a main dealer job and if so any idea on likely cost? Should I be checking anything else? Many thanks in advance
