I can only say from experience with an avensis and my current Prius, but when you get to the speed that you want to maintain, you push the button on the end of the stalk and flip the stalk down as you take your foot off the gas pedal... Presumably the same on yours?

To use the cruise control to increase/decrease speed, is either a flip up or down, one flip per 1 mph..
