Headlight Washer System

Hello!

I have a 2002 Petrol ( 2litre ) with headligth washer system. But this has never worked as long as I have owned the car.

The switch inside ther car has no power to it, I have checked the fuses, can only find one fuse ( 30 amp fuse in fusebox under hood ), I can see by the wiering diagrams that it have a :headlight washer control relay, but I don`t seem to find this on the car!?

So my question is to all of you Toyota Gurus: Does anyone know where this relay is located? and are there any " normal " faults on this system?
