Engine Idles At About 1,100. What's The Problem?

Hi Ive got a 77 Hiace that is Idling way too high. Ive gone over the timing and I did a minor overhaul of the carburetor straight out of the Hanes book. Im looking for other options because the hanes book doesn't really go into this.
