Fuel Filler Cap Valve

What is the function of the fuel cap valve ? It seems to only let air/vapour out. Is this to allow any pressure build up in the tank to dissipate, and how does the fuel tank breather pipe function as this appears to terminate below the filler cap gasket ?

The breather sytem and the filler cap must be designed so no liquid fuel can spill via either route should the car overturn - this is a basic EU rule relating to car design.
