'91 Camry Power Windows/locks

A friend of mine recently purchased a '91 Camry.It runs well,but the power locks and windows don't work at all.Where are the fuses or circuit breakers for these?Or does anyone have any other suggestions?

I found the circuit breakers.They are under the dash on the left side near the kick panel and are resettable by inserting a pin in the hole.
