Problem With '01 Avensis Headlights

Hi all, I'm new to the forum and looking for advice on the headlights of my '01 Avensis. The beam of the dipped headlights is far to low and I'd like to raise them a bit. The adjuster on the dash does nothing so I'm wondering is there something I can do to get that working agan or is there something else going on? Money's tight at the moment so if there's something I can do myself to solve this all the better. Thanks for any help.

There will be adjusters on the headlights as well as the dash adjuster. There will be one for left/right and one for up/down. The ones on my T25 are allan key type.
