Brake Lights Not Working :,(

Both of my break lights did not work. I have replaced the bulb and the fuse 1.5A at number 51 socket (even though they seemed to be ok) but this did not fix the problem. There are no warning lights on the dashboard.

The weird thing is the upper brake light at back windshield is working. My left headlight is not working also but I think I just need to replaced the bulb. Not sure if the brake lights problem has to do with the headlight.

Please help me to fix the problem.
