Rear Fog Light Problem 1998 Avensis

Hi just a quick question. I have a problem with the rear fog lights on my 1998 avensis.

Sometimes they do not come on when I turn the switch on & tell tale light on dash does not come on. This doesn't happen all time so is puzzling what it is.

I've got an mot due at end of January so was looking for some tips for where to start looking to try & fix this.

Hello, do the headlights need to be ON for the rear fogs to work?
