Strugling To Remove Steering Wheel..help Please

I am in the process of fitting the cruise control stalk but have come to a full stop ??.Exactly how word for word do i remove the steering wheel i have undone the 2 tork screws each side and one srew has what looks like dropped in to the wheel its self, but it wont budge and dont want to force it ...please help
