What Would Cause A Car To Over Fuel On Cold Start?

I have noticed the smoke return on my car in the last few mornings. Normally when it's colder then 15C. It seems to stops when the temperature gets to normal. However before it gets to normal temp I can smell a fair amount of fuel in the smoke.

I'm trying to figure out could a faulty temp sensor be telling the car to over fuel?
