D4D Turbo Whiistle

Hi, I have a 2007 avensis d4d 2.0tdi I have got an issue with the turbo and would like some advice. the car was suffering from lack of power. I bought some BG244 injector cleaner from kwik fit. ran it throughout the engine and gave the car a few blasts. performance dramatically improved. the car now pulls really well, but makes a loud noise from the turbo. I have removed the vacuum pipe from off the turbo and all is fine. the actuator moves fine. but as soon as the pipe is connected and the car is running the actuator lifts fully. any help would be greatly appreciated, thanks, Roger.
