Pcv Valve / Blowby

As my car has been putting out quite a lot of smoke from the exhaust I decided to check the PCV valve and have found that the valve was oil and the pipe leading out of it also had a very small amount of oil in it, is this normal? I was going to change it because people have told me there cheap but Jemca wants £80!

Also when I open the oil filler cap with the engine running I get lots of air and tiny splatters of oil coming out, could this help confirm if the piston rings are bad?

Sorry for all the questions gents but if nothing else this car is making me understand at least a little about how engines work.
