Faulty Fuel Gauge

I've recently purchased a 1998 Corolla 1.6 GS. It seems there is something awry with the fuel gauge.

The needle sits at around halfway. It does move a little up and down but not much. It stays in this position even with the ignition turned off.

Does anyone have any ideas about this please.

Their usually on a float sensor, probably just stuck try filling it all the way to the top and if it still shows half the possibly chuck some RedeX in the tank to dissolve the carbon throughout the fuel system and see if that helps, might be a cheap fix?
