Rav 4 2004 D4D Turbo Pressure Sensor buzzing

Hi, I have a Toyota Rav 4 2005 2.0 D4D... I been experiencing what sounds like a common issue with this model but have been unable to find an answer (think i'm close).

When accelerating, the car will hesitate at around 2500rpm like the turbo doesn't know whether to kick in or not! also when going up hill in 4th under pressure the engine has been known to come on and the car goes into limp mode until I restart the engine.

I've tried cleaning

VSV valve - No effect

VRV valve - No effect

EGR valve - Slightly better performance

Turbo Boost Pressure Sensor - WORKED all normal but only for 2 weeks!!! its now starting to hesitate again.

changed MAF and Fuel filter

Error code P1250

I've noticed even with the engine turned off that the Turbo Boost Pressure Sensor Part number 89421-20210 is making a quiet buzzing sound which disappears and comes straight back when unplugging and replugging in the electrical connector!

Should this BUZZ??? sounds faulty to me! keeping in mind that when I took it off and put back to clean the VRV (brown one its connected to) it worked for a good period then gradually the problems came back.

I've tried cleaning it again but its still hesitating (not so badly when engine is at working temperature)

Main question is should this part BUZZ?

I have the same engine on avensis t22 and I had the same problem when I bought it.

I really don't know how I fix it, I Just clean and TEST every vsv/vsv with wd40 and the problem disappear.

In service manual you can find How To test vsv/vsv/turbo pressure sensor/etc

also I have hesitation problem a few month after, and was a clogged intercooler.

Ps: my sensor doesn't buzz
