Protective layers on inner rear wheel arches

Hello

a 1997 carina e, while cleaning rear wheel arches. 

noticed some loose material thats peeling off, (looks the same as the material lining the spare wheel well). 

Just wondering if anyone knows what it is and what i can use to repair it

Hi mate, it could be a few things, it could be a brush or spray on seam sealer, which is like rubber, or it could be something like Gravitex (Google it)
