Windscreen wiper issues

My Dad has a 1989 Toyota Supra Turbo, it is in really good condition but the windscreen wipers wont turn off once they are turned  they will only turn off if you unplug from the motor or turn turn off the enigne. Can anyone please advise what the problem might be and where can it be fixed or replaced. Many thanks.

P.S my dad is in his mid 80s and has had this car since 89 and i wiuld like this to be fixed for hime before he has to stop driving.
