Uneven wear on rotor/disk brake

After inspecting my Aygo 2012 brakes, I discovered that the front inner right side rotor is marginally worn as only the centre of the rotor had wear on it, leaving the inner and outer rotor unused. After replacing new discs and pads I have the same problem. Could it be that the calliper requires replacing and why is it so? Appreciate any feedback, thanks in advance.

Check the caliper sliders aren't seized.

Thanks Alan, makes sense as it was my next step. I shoud have checked the caliper as I will need to replace or clean the caliper slider.
