Fitting washer (with rubber seal) into brake bracket

Good day all,

I'm trying to fit in a new brake pin into my brake bracket. The rubber seal that it came with comes attached to the washer that needs to be hammered into the brake bracket. Please see the pic attached.  What is the best way to get that washer hammered in without damaging the rubber seal?

This is for my toyota corolla 1995 with VIN jt154eea1001*****

I should probably add that the rubber seal is glued into the washer, and that's how it came.
