T27 Avensis Full Beam & Rear Fog not working?

Hoping someone has ran into this issue before. I have a 2009 T27 and my full beams and rear fog have stopped working. Here are a few things I have checked. Any help is greatly appreciated.

Full beam and rear fog symbols work on instrument cluster when turned on
All fuses related are good
Continuity between body and earth on bulb plugs
No voltage on positive wire on plugs
I did try a second hand stalk from a scrapyard just unplugged the indicator side and plugged it into second hand one with no change(don't know condition of the second hand unit)
