Key fob problem

HI,my t25 avensis 2007 will not lock with the fob.I have to lock it with the key,then I can unlock it with the fob.Its not the Battery.I tried programming a new key but when it gets to the stage where the doors should lock,it doesnt happen.All the doors lock and unlock from the switch on the drivers door.
