dashboard lights stay on and drain battery IQ

Tried new Battery, but noticed the dashboard lights stay on which are draining the Battery.  Tests show no errors when plugged in, tried different ECU so simply don't know what to do.  Has any other member experienced this?  We even wondered whether a new start button would help.  1300 manual Toyota IQ 2012 model.

There is a Technical service bulletin from Toyota which affected all the other models with the 1.33 1NR engine and Stop/Start but it did not include the IQ although the IQ would fit within the production dates and the part number has been updated.

DESCRIPTION OF PHENOMENON Some customers may experience and report that the lights of their combination meter start to flash after the ignition is switched to OFF.

PRODUCTION CHANGE The ECO RUN Converter assy* has been improved. * The ECO Run Converter is sometimes also referred to as Backup Boost Converter in the Repair Manual, this is not the Stop Start ECU.

The part number on an IQ is G92C0-74021
