Replacement keyless entry fob

I have lost one of my keyless entry fobs (I still have the other) for my 2018 Yaris, and have found an OEM replacement with the same part number online.

However, my Toyota Dealership tell me that the replacement one will not work and cannot be programmed to work with my car, because each key is manufactured for each individual chassis number, and they have to order it themselves... at great cost, obviously.

Is this true? Or can I get an OEM key online and get it programmed/reprogramme it myself?
