2006 RAV4 2.2D4D new engine block and now won't start

Hi All My brother in law owns a 2006 Rav4 2.2 D4d which he recently replaced the engine block to due to the original block being cracked. When he finished it started but ran rough and has not been able to get it to start since. When he cranks the engine over it blows out lots of black smoke from the exhaust. He has sprayed easy start into the intake and the engine starts for a few seconds then dies. Any help to resolve the problem would be gratefully received sounds like it may be a fuelling issue.
