is there any way on a touch2 to view the footage from a dash cam via wifi

Even if your headunit has wifi, it could be paired with dash cam, but you can not install the dash cam app only if your headunit has android or ios operating system.

In a word no, the touch2 never come with Wi-Fi (some models come with a wifi hotspot what is standalone module) Oddly the PCB is equipped to take the module and it has fcc/ofcom approval with An Alps Bluetooth/Wi-Fi module

Just use your smart phone
