RAV4 OBD2 PORT

I am based in the Philippines and have an oldish RAV4 - 

I cannot seem to get my OBD2 readers to connect to the system - when I bought the car it did have a 'brain replacement' and I was wondering if this has something to do with it.

I have two OBD 2 scanners/readers - one a bluetooth thingy and the other a 'normal' plug in Innova 3120d. They both work on my other vehicle (Ford Escape).

Any clues.

I suggest you use Toyota Techstream with a laptop; example here.

First thing to check is the DLC3 fuse in the internal fusebox

early obd2 up to 2002 can be a bit hit-and-miss, only one of my 5 scan tools will read the early cars (not only toyota)
