Turbo siren sounds on 2005 Lc4 Land Cruiser 3.0 D-4D

Lc4 Auto 2005 Mileage @ 115 k the Cars making Loud Siren type sounds once the revs go up from 1300 rpm. They go louder the higher the revs go and sound on idle is ok. Checked for leaks/loose pipes,but a little oil stains under turbo unit? Anyone shed some more light or has had this problem sorted. Thanks
